Who is Most at Risk?
Crowded public places, transport hubs, tourist areas and government buildings are most commonly targeted in terrorist incidents. All members of the public in these areas are potentially at risk. Being alert and knowing what to do can save lives.
Before
- Be aware of your surroundings in public places — note exits and safe routes when you arrive somewhere new.
- If you see something that does not look right — an unattended bag, suspicious behaviour, or a vehicle in an unusual location — report it to the RGP immediately. Do not touch or approach it.
- Know the “Run, Hide, Tell” advice (see below) and share it with your family and colleagues.
- Businesses and venues should have a counter-terrorism plan in place — contact the RGP for guidance.
- Stay informed — follow HM Government of Gibraltar and RGP on official channels.
During
Run, Hide, Tell:

Run: If there is a safe route, leave the area immediately. Encourage others to come with you but do not let them slow you down. Leave belongings behind.

Hide: If you cannot run, find a place to hide. Move away from windows and doors. Lock or barricade yourself in. Turn your phone to silent. Wait for help.

Tell: When it is safe to do so, call 999. Tell the police where you are, what you have seen, and what is happening. Follow all instructions from emergency services.

If there is an explosion, move away from windows and take cover.

Do not film or photograph the incident — this can slow your escape and put you at risk.

Do not pick up or move any suspicious items.
After
- Once you are safe, remain where you are until police confirm the scene is secure.
- Follow all instructions from emergency services.
- If you are injured or witness injuries, call 999.
- If you have escaped, contact family to let them know you are safe.
- Be vigilant for secondary incidents — some attacks involve multiple events.
- Seek support if you are affected by trauma — speak to your GP or contact a counselling service.
